El Juez Presidente del Tribunal Superior Electoral (TSE), Magistrado Marcos A. Cruz García informó que el TSE estará iniciando un programa de capacitación sobre el sistema electoral dominicano, a partir del mes de abril, el cual estará dirigido a periodistas, dirigentes políticos, miembros de organizaciones de base, profesionales del derecho, jóvenes y dirigentes comunitarios, a los fines de fortalecer y ampliar sus conocimientos sobre el funcionamiento de nuestra democracia. Esta capacitación se llevará a cabo a través de cinco diplomados que se impartirán a nivel nacional considerando un enfoque regional.
La información fue ofrecida, en el marco de una entrevista que le hicieran los periodistas Ramón Núñez y Jacqueline Morel, en el programa Telematutino 11, transmitido por Telesistema, canal 11.
Asimismo, refiriéndose a si se deben reformar la Ley de Partidos, Agrupaciones y Movimientos Políticos y la Ley del Régimen Electoral, dijo, que en vez de hablar de reformarlas, corresponde más bien modificarlas, pues habría que hacer una diferenciación de los dos términos, «porque cuando hablamos de reforma, estamos hablando de cambios estructurales importantes a la ley; y en ambos casos, no necesariamente se requiere; pero si hablamos de modificación, estamos hablando de aspectos puntuales y específicos». El Juez Presidente de la Alta Corte entiende, que hablar de modificación sería más conveniente, a los fines de evitar levantar temores entre los actores políticos.
Por otro lado, el Magistrado Marcos Cruz destacó la alta responsabilidad y desafíos que tiene por delante el Tribunal Superior Electoral, al asumir la presidencia de la Red Mundial de Justicia Electoral y la copresidencia de la Unión Interamericana de Organismos Electorales (UNIORE), conjuntamente con la Junta Central Electoral (JCE).
En otro orden, el Magistrado Presidente, al ser cuestionado acerca de sus aportes y cambios luego de su llegada al TSE, informó haber encontrado más de una decena de áreas administrativas cerradas desde marzo de 2020, por causa de la pandemia, lo que habría ocasionado que se acumularan alrededor de 900 expedientes de rectificación de actas del estado civil más otras 900 sentencias de naturaleza contencioso electoral pendientes de motivación, lo que le obligó a disponer inmediatamente su reapertura y reintegración del personal de dichas áreas, logrando la reactivación operativa por completo del Tribunal, lo que ha permitido reducir drásticamente la carga procesal que se había acumulado durante ocho meses.
Asimismo, destacó la necesidad de fortalecer todo lo concerniente a la plataforma tecnológica del Tribunal, para mejorar el desempeño de áreas importantes como la Dirección de Recursos Humanos; la Dirección Administrativa y la Dirección Financiera, a los fines de elevar los niveles de respuesta en todo lo que tiene que ver con la transparencia y el control institucional.
