Torres Robiou dirigió una carta al ministro de Defensa, teniente general Carlos Luciano Díaz Morfa (Ejército República Dominicana), en la que explicó que tomó la decisión “con el propósito de facilitar que el Ministerio Público avance, sin obstrucción alguna, la investigación que tiene en curso”.
