N.Y., EEUU.- El presidente de la Junta Central Electoral (JCE), Román Jáquez Liranzo, informó que en los próximos días se estará firmando un acuerdo con la Policía de Nueva York, con el objetivo de garantizar desde la institucionalidad, la seguridad en los recintos electorales en los comicios del exterior en Nueva York de cara al 2024.
La información la dio a conocer Jáquez Liranzo, tras finalizar un encuentro encabezado por el comisionado de la New York Police Department (NYPD), Dermot Shea, reunión en la que participaron los miembros del Pleno de la JCE, Rafael Armando Vallejo Santelises y Samir Rafael Chami Isa y el director del Voto Dominicano en el Exterior, Well Sepúlveda, así como Thomas Galati, jefe de inteligencia del NYPD y John P. Miedreich, comandante de la Unidad de Enlace Internacional del NYPD.
“La idea es que hemos comprobado con el diagnóstico que se ha realizado, con la evaluación que se ha hecho al voto en el exterior, que lo ideal es que la Policía de la ciudad pueda custodiar el recinto, y por eso estamos valorando la suscripción de un acuerdo con la Policía de Nueva York, que, como enlace, pueda extrapolarse a toda la Policía de EE. UU. donde se celebre el voto en el exterior”, adelantó.
Invitó a recordar que la seguridad privada y contratada que se utilizó en las elecciones del exterior fue costosa y en algunos casos carecían de la documentación y autorización correspondiente.
Jáquez Liranzo manifestó que “esto da garantía de institucionalidad, ya que nosotros no podemos traer nuestra Policía Militar Electoral aquí a suelo extranjero”.
“Y cuando tú te apoyas de la institucionalidad policial de un país para que, reitero, no es que custodie los colegios electorales ni las mesas electorales, sino el entorno del recinto, eso da mucha seguridad y ahorra costo a las elecciones”, enfatizó.
Durante el conversatorio, el presidente de la JCE agradeció al comisionado de la Policía de Nueva York la colaboración de capacitación que le dio a la JCE a través de la Dirección de Seguridad Civil.
“Estamos valorando un posible acuerdo interinstitucional que tenga que ver a futuro con capacitación en materia de seguridad para los miembros de la seguridad civil de la JCE”, precisó.
Explicó que el convenio contemplará que miembros de la Policía de NY se trasladen a la República Dominicana para capacitar en materia de seguridad al personal de la Seguridad Civil de la Junta Central Electoral.
“Esto porque en el voto en el exterior normalmente se recurre: o a una seguridad privada y contratada, a veces muy deficiente, pero también se recurre a la Policía del Estado o de la ciudad correspondiente de los Estados Unidos”, señaló Jáquez Liranzo.
Román Jáquez Liranzo, reiteró que eso forma parte de la integridad electoral y que “nosotros desde el 2021 estamos visualizando cómo se realizarán las elecciones del voto en el exterior, incluso estamos realizando contactos con España para lo propio, y que el servicio pueda darlo la policía correspondiente de cada ciudad”.
Adelantó que el comisionado de la NYPD, para la materialización del acuerdo, designó al jefe de Inteligencia de la Policía de Nueva York, Thomas Galati, “y ya en los próximos días lo estaremos suscribiendo”.
